Healey has edited the first-ever history of cyber conflict, A Fierce Domain: Cyber Conflict, 1986 to 2012 and in this podcast discusses historical situations - from Stuxnet to Estonia - that have impacted the cyber landscape.
Despite the many examples of nascent cyber conflict, Healey shines a light on decision makers who are turning a blind eye to learning important lessons from historical events. Why do they choose to ignore the evidence? Healey indicates several reasons; including the classification of threats, turn-over of personnel that understand the lesson, especially the classification of threats and turnover of people that understood the lesson.
